I don’t think it will make much difference. The sort of person who posts a question titled URGENT SQL PROBLEM!!!! is not the sort of person who will bother reading a post on Forum Etiquette. Likewise persistent flamers will continue to flame on. But at least it’s a start.

Exactly. The newbies don’t read any rules (its almost on every forum, not only OTN) and the people who want to post “flaming” stuff will not look at it. So again the same thing is rendered useless.
